Does the same contact layout mean two connectors share a footprint?

Contact layout alone does not establish a matching PCB footprint. Compare the hole pattern, fixing points and mating-face position on both drawings.

What needs checking on an elevated connector?

Check the mating-face height from the PCB and the location of the enclosure opening. An elevated design still needs a matching board footprint and fixing arrangement.

Does a stacked DVI and VGA connector convert signals?

A stacked connector description identifies its physical interfaces. It does not establish signal conversion; that requires separate confirmation of the circuit design.
